The Blob class provides several methods for consuming its contents in different formats. Read the contents into an ArrayBuffer with .arrayBuffer(), then create a DataView from the buffer. 
const blob = new Blob(["hello world"]);
const arr = new DataView(await blob.arrayBuffer());
